No financial analyst that I knew of could claim to have a definitive figure on how many American companies were turning a profit, particularly in relation to their initial investment. Few corporate leaders in Beijing would assert in private that China was a profitable market. Feel-good embassy reports--suggesting that 50 percent of American companies in China could be making a profit--were contradicted by conversations with the U.S. embassy commercial officers, who suggested to me that less than a third of American companies, at best, were making quarterly profits, and only about 5 percent were making a profit if you factored in their original investment. Yet it was risky for American companies to emphasize losses in China because the perception in U.S. financial circles was that China investment--investment in the last great untapped market on earth and all that hype--was indicative of the corporation's confidence in its future. You could close a line or sell a factory, but pulling out of China completely could damage the overall corporate image way out of proportion to the actual investment.
The American perception couldn't change the facts on the ground, though. For many companies hit by counterfeiting, reverse-engineering, government restrictions, or any combination of these factors, the business curve would start to plummet and the losses would begin to accumulate. The local rep's temptation at this point was to prove to his Chinese hosts that they were "here for the long term" by reinvesting. Yet unless you were at the forefront of technological innovation, like Cisco or Motorola, and therefore at least half a step ahead of the reverse-engineers, this would not prevent the slide. A brewery, for example, could keep a low-level operation going and perhaps rent out the rest of the factory, but it still wouldn't break even, and the curve would stay depressed.
