First of all, we need to define what is productivity. Here is the formula:
Productivity= quality output / amount of time spent to produce those output. Apparently, the actions which result of either increasing amount of quality output or shortening amount of time spent would have direct impact on productivity improvement.
My general approach is that outcome is a critical measurement under proper objective and appropriate supervision. Here is the process flow :
Planning -->setting objective for each individual --->executing the plan --->checking on status --->flagging on each milestone --->reviewing the result.
I am a person who is against micro-management. It is kind of anti-productivity. In your scenario, you should measure their output instead of how much time they spend online. That means that you don’t care if they are online all time if they can produce desirable output in reasonable time frame. For example, if your employees are graphic designers, would you even care that they love IM so much so they glue their fingers on the keyboard if they could turn in their nice designs on time? Probably not. they could chat online all day long and stay up late till early morning to get your project done. If your employee are sales reps. Would you care that they are chatting online so long that keyboard is smoking if they could close the deals? As long as they generate the leads and wrap up the deals, I would say no. certainly, working ethic and right attitude are concerned too, commonly accepted office rules should be applied in this regard. the bottom line is to just get the business taken care of, period. you see my point, don't you:-)
