Bob may have to partner with a few who have say about the bank loan. Get a zero down payment commercial loan with low interest; become the winner of the land bidding; Step 2. Find people/real estate companies with deep pockets but no political connections in China (for instance such as Simon Property Group in Indianapolis, Boston Properties, or Vornado Realty Trust in NYC  to develop office buildings if the location is in downtown, or residential buildings if the land is in suburbs;Step 3. Get all the construction permits, break the ground and start the project phase I....The rest will be relatively easier. I assume what Bob has in mind is to get something for nothing! 100% return on his efforts of putting the "right" people together to make a deal work!
