REPORTS TO :TSE-Director of BU Operations

DEPARTMENT : Operations

LOCATION :Jiuting Songjiang Shanghai

It is a leading global manufacturer of electronic instruments and electric motors with annual sales of nearly $1.8 billion. The Company has approximately 8,000 employees at plants and operations in the United States and 18 other countries.

Its Motors Shanghai Co., Ltd. is a wholly foreign owned enterprise for the utilization of Modern advanced technology to manufacture, assemble, market, and sell various types of motors.

• Job Function

• General Summary: Plans and directs the manufacturing and manufacturing supporting functions at this facility in carrying out production objectives safely at the lowest cost consistent with quality requirements while meeting delivery goals. Assists in new product development through first production. Provide technical support to suppliers in solving or assisting in solving quality, sourcing, and manufacturing problems.

• Principal Responsibilities

• Operations management

• Supervises warehouse and assembly personnel.

• Has the authority to hire and terminate employees to meet company plans, in accordance with company policies, and compliance of government regulations.

• Responsible for plant security and protection, personnel safety, plant maintenance, inventory, equipment, and furnishings.

• Determines plant procedures and objectives consistent with corporate policies. Directs and supervises the applications of such to the plant’s operations.

• Accountable for quality, cost of production, warehousing, receiving, and shipping of materials either directly or through appropriate subordinates.

• Responsible for all plant employees being trained on their respective job duties.

• Assists in new product development and establishing manufacturing engineering policies and procedures.

• Coordinates and ensures the execution of manufacturing schedules established by customer requirements, materials management, and plant capacity.

• Confers with subordinates and other plant personnel on the application of production methods and standards, and adherence to safety and quality programs.

• Develops, prepares, and recommends short and long range objectives and programs that involve manufacturing operations, methods, and materials as required to meet manufacturing practices and projects.

• Reviews all recommendations for machinery and equipment. Reviews or prepares reports and recommendations of information relative to feasibility, purchase, or lease agreements.

• Ensures conformance to government laws and regulations and company policies.

• Maintain a safe and satisfying work environment.

• Quality and cost reduction

• Directs and ensures plant operations are in compliance with TSE ISO 13485 procedures.

• Directs, coordinates, and participates in various programs essential to manufacturing such as quality improvement, training, safety, work assignments and simplifications, plant protection and security, facility expansion, plant layout, and others as assigned.

• Develops and recommends proposals of cost reduction for production, efficiency, or quality improvements such as automation, mechanization, special tooling, machine modifications, and work methods.

• Quality of products shipped meets zero defects philosophy.

• Supplier support

• Provides technical/engineering support to suppliers on new product quoting, design, quality, manufacturing processes, and component substitution.

• Assist suppliers in product certification process as required.

• Corporate management responsibilities

• Monitors plant operations through review of reports, staff meetings, observations, and personal contact to ensure effective work flow, timely production, budget conformance, schedule adherence, and integration of personnel, machines, equipment, and facility. Provides information and reports as required by management.

• Communicates as necessary with appropriate personnel in correcting problems and making improvements.

• Keeps abreast of new developments technical changes, processes, equipment, materials, and machinery technology for the cable assembly and wire harness industries.

• Other duties as required.

• Requirements

• Education: Mechanical or Electrical Engineering degree (4 year college equivalent degree).

• Experience: 5+ years of direct operations management responsibility in manufacturing, preferably in cable assembly and molding. 3+ years of technical/engineering experience including electronics, mechanical, and/or design. Experience with ISO quality systems. Experience working for a western company preferred.

• Abilities: Problem solving, sound judgment, analytical, and effective communication and cooperation with manufacturing personnel and suppliers.

• Skills: Computer literate including; MS Word, MS Excel, MS Outlook. Optional experience with CAD/CAM, AutoCad, or equivalent.

• Other: Speak, read, and write English fluently. Valid passport and driver’s license. Capable and willing to travel within Taiwan and China to visit suppliers. Capable and willing to travel to the USA one to two times per year.

• Functional expertise:

• Strong manufacturing skills– manufacturing processes, lean manufacturing, continuous improvements, and problem solving.

• Scheduling and production planning skills.

• Good people skills. Someone who can attract and retain good talent in all positions. Someone who can and will teach and coach others.

• ISO quality systems understanding and experience.

• Production and product start-up expertise. Experience starting new production operations and starting production for new products.



• Experience: (in order of priority)

• Mechanical Engineer with five or more years of experience.

• Experience in leading manufacturing operations.

• Experience in low volume-high mix manufacturing environment

• Experience in Medical / Military markets

• Experience with multi-national companies

• Leadership / Management:

• Can coach and develop people

• Driven to produce results

• Not afraid to make a decision; Not afraid to say “No”

• Must work independently, yet involve others – can’t be a lone wolf.

• Good communication skills. Willing and able to communicate frequently in English with the USA and in Chinese within greater Asia.

• Able to grow to manage a multi-shift operation with 100 or more people.

• Personal Attributes:

• A person we can trust without reservation. A person who will trust us.

• This person will lead the operations without daily interaction of TSE-USA. We need to able to trust that the right things will be done the right way every time.

• This person will also need to trust that TSE-USA knows our business and customers and the direction we give is true and always in the best interests of the overall TSE.

• Someone who will operate according to TSE and IT policies regarding ethics and integrity and business.

• Take charge person – independent and willing to make decisions.

• This person must lead the operation completely. TSE-USA will not have day to day control over production and will depend on the leader to run manufacturing operations independently.

• A decisive person – someone who will make a decision even without all of the information available. Someone who makes good decisions.

• Willing to listen, learn, and be taught.

• Many of the necessities of TSE’s business are not obvious. We do not want to repeat the mistakes we have made in the past and the leader of TSE-China must be willing to listen and learn the experience of TSE-USA and TSE-Taiwan.

• Must be willing to listen and learn from many people at TSE-USA, not only his immediate supervisor.

• Must be willing to speak up and teach TSE-USA the good ideas and best practices of China.

• Very thorough and detailed oriented.

• The quality requirements of medical products business requires attention to every detail without fail. The leader of TSE-China must instill the discipline of being very thorough and detailed oriented.

• Position Environment

• Current State

• TSE is late to start China manufacturing. Many of our largest customers are pushing TSE to start China manufacturing very quickly.

• TSE Taiwan operations are growing. Taiwan sales are slightly higher than budget for the first time in three years. Taiwan manufacturing has been slow to grow but have been growing quickly since Q2, 2010.

• Fine wire and ultrasound business starting to grow. TSE China will be the manufacturing location or our fine wire and ultrasound products. As sales grow, the China location must be able to grow very quickly to support new customers and new products.

• Increasing cost pressures in the medical markets. Increased competition and increasing regulations both require TSE to reduce our costs company-wide. TSE will reduce costs by starting China manufacturing and buying more raw materials from Asian suppliers...

• A strength of TSE is designing and developing new products for our customers. Manufacturing design and development are part of the overall process. TSE China will not transfer very many products from other locations but will start more new products.

• TSE expects to grow quickly. Once TSE China manufacturing starts, customers will begin wanting to start their new products in China. The new business growth of TSE will come mainly in China.

• Key Responsibility Areas

• China Manufacturing Process Improvement and Process Understanding

• Implement methods and processes for improving: China manufacturing quality, new product transfer to manufacturing, process control, new process development, lean manufacturing, cost reductions, and continuation engineering projects.

• Improve Product and Process Quality

• Implement continuous improvement in product and process quality. Use quality tools, training, and continuous improvement methodology to instill discipline and consistency across all products and all processes. Increase internal process yield and reduce external product failure PPM defective.

• Improve Planning and Scheduling

• Execute to the Master Schedule. Plan capacity according to short-term and long-term needs. Improve shop floor work order management and labor utilization. Participate in company-wide capacity planning.

• Reduce Manufacturing Lead Time

• Reduce the time required for a work order to complete all production steps from open to close. Improve overall TSE lead time by utilizing better planning and scheduling, level production schedules, effective use of inventory and buffers, and improved work order management.
