Title: Finance Manager
Location: Zhang Jiang (Until end of 2010, final destination in Tianjin)
Our client is an international industrial Group active in Chemistry. It offers a broad range of products and solutions that contribute to improving quality of life.
The Group is headquartered in Brussels and employs more than 19.000 people in 50 countries. In 2009, its consolidated sales amounted to EUR 8.5 billion.
They are a world leading producer of essential chemicals like soda ash, caustic soda, hydrogen peroxide and specialty chemicals like fluorinated products, ultra-fine fillers, high purity barium and strontium
To manage and supervise an accounting team (10-20 headcounts) of a JV Chemical plant in Tianjin,
To assist the General Manager and Deputy General Manager of the plant in all financial related aspects
To act as a bridge between the Chinese and foreign partner
To protect the interest of foreign partner in the JV
Information about the JV
The JV is a plant with total investment of about CNY 700 million (first phase only) and will start production in early 2010. Annual turnover will be CNY 2 billion under full capacity.
The shareholding between Chinese and foreign partners in the JV is 70%:30% with a option for the foreign partner to increase its shareholding to more than 50% (subject to the approval of the authority)
Output
Effectiveness of the entire accounting processes and performance, including the plant’s project cost recording system, in the entity under his/her responsibility (i.e. general ledger, and related accounting processes, including payables, receivables, inventories, fixed assets and payrolls).
Effectiveness of the internal control system in the entity.
Key Responsibilities
Acquire and update knowledge about both Chinese and foreign partners’ accounting rules, policies and procedures for fulfilling the reporting requirement of both Chinese and foreign partners (if any).
Acquire and analyse local legal requirements regarding to tax compliance, internal consolidation, and external publication.
Detect and analyse changes and developments inside and outside the company, and discuss their impact with the business management.
Ensure compliance with local and both partners’ accounting rules and policies
Implement and follow up both partners’ accounting rules, policies and procedures in the report prepared for both partners (if any).
Define, implement and follow up legal procedures in order to comply with local legal requirements within his/her domain.
Adapt accounting systems and procedures in order to comply with changes and development inside or outside the company.
Manage projects to adapt procedures, systems and/or policies to internal (e.g. ERP) or external (e.g. legislation) changes.
Ensure follow-up and implementation of recommendations made by internal auditors.
Ensure reporting
Develop, check and/or control the methods aimed to provide local management with information vital to the decision making process.
Supervise and follow up that all accounting activities associated with the recording and reporting of financial information, are executed timely and accurately.
Control the financial reports before sending them to internal or external bodies.
Represent the finance and accounting department inside and outside the company
Act as a liaison between finance and accounting with other departments
Manage his/her department
Manage, supervise, instruct, evaluate and develop his/her team.
Provide for adequate training.
Prepare and manage operational budget for his/her department.
Support and coach his/her team leaders in the settlement of difficult problems.
Managing the other financial activities of the entity
Helps supervising the entity’s tax activity and act as a liaison with the external tax authority or agent.
Helps supervising the entity’s insurance activity and act as a liaison with the insurance company/broker.
Helps supervising the entity’s credit management activity.
Helps supervising the entity’s treasury activity and act as a liaison with the banks.
Helps supervising the entity’s control activity, and more precisely the consolidation of annual budget for operations and capital, and the financial long-range planning.
Helps analysing financial information & performing special studies regarding the financial and economical implications of business management decisions.

• Local tax knowledge advanced
• Local GAAP expert
Education & experience
Bachelor Degree in Accounting or equivalent
CPA (non-university or university)
6 years+ of experience in big accounting firm or MNC, part of it in management position.
