China to Hold Memorial for Zhao
As Watch Remains on Activists

BEIJING -- China said it will hold a weekend memorial for ousted Communist Party leader Zhao Ziyang as authorities kept a tight watch on activists in an apparent effort to stem any public commemoration.

The "body farewell ceremony" will take place at 9 a.m. Saturday at Babaoshan Cemetery in Beijing, the main cemetery for revolutionary heroes, said a Chinese Cabinet official.

The official said foreign reporters are barred from the event, which has a lower status than a state funeral.

The official wouldn't say which Chinese leaders might attend or give other details, such as what official assessment of his life might be read out at the ceremony or where Mr. Zhao will be interred -- details that have been at the core of a dispute between family members and the government.

Mr. Zhao, who died Jan. 17 at age 85, was forced from power in 1989 after sympathizing with pro-democracy protesters who occupied Beijing's Tiananmen Square. Chinese troops crushed the protests on the night of June 3-4, 1989, killing hundreds and perhaps thousands of people. Mr. Zhao spent the last 15 years of his life under house arrest.

The government appears to be trying to avoid inciting sympathy for Mr. Zhao, who helped launch China's two-decade-old economic boom but was accused of endangering Communist rule by expressing support for the demonstrators.

Authorities have put dissidents under strict surveillance since Mr. Zhao's death, posting police guards outside their homes and monitoring telephone conversations -- a sign of how uneasy Beijing is about Mr. Zhao's death possibly sparking expressions of discontent.

Liu Xiaobo, who was imprisoned after leading a hunger strike among intellectuals in 1989 in support of the demonstrators, said about six policemen were outside his home.

"It all started the day Zhao Ziyang died," said Mr. Liu, who is well-known for his essay criticizing the ruling Communist Party.

"There's no way I'm getting out of here," said Ren Wanding, another veteran dissident whose home is being watched. "The situations of people like me are all about the same."

Radio Free Asia, a U.S.-based broadcaster, said police had beaten a man for wearing a white flower -- a traditional Chinese symbol of mourning -- for Mr. Zhao while outside the complaints office of the National People's Congress, where ordinary citizens go to voice their grievances against the government.

Scores of others who tried to pay their respects at Mr. Zhao's home have been arrested, RFA said.

Family members and the government have wrangled for more than a week over how Mr. Zhao will be remembered.

Relatives have reportedly rejected a proposal to say he made "serious mistakes" in the official assessment of his life traditionally read during burial.

The government has in the past justified the Tiananmen Square crackdown and Mr. Zhao's dismissal by citing China's economic success and political stability in the years since 1989.

But there have been increasing calls for leaders to declare the protests a patriotic movement, overturning the verdict that they were antigovernment riots that had to be crushed.

Another issue is where Mr. Zhao's ashes will rest in a room for deceased state leaders.

A relative said earlier that the details were still being arranged.

"This will make us feel more at peace," said the relative. "It's good to put the dead to rest. I hope things will go smoothly."

A Hong Kong-based human rights activist said likely attendees included Tian Jiyun, former vice premier, and Wang Lingyun, the mother of Wang Dan, a student leader during the 1989 protests.

Bao Tong, Zhao's former secretary, may also be among the 1,000 or so people expected to be present, Frank Lu said in a statement.

The guest list drawn up by the family has yet to be approved by Beijing, he said, citing Wang Yannan, Mr. Zhao's daughter.
