My opinion only:
1.
If you are renting now, you need your own place to call it "home", then your perspective is: your kid goes to good school, convenient for you or your wife, surrounding enviornment. Those factors determine quality of your daily life. If you think that is important, buy that property near Tsinghua.
2.
If you are considering a suburban house near Beijing, is it among the area that will appreciate a lot in Beijing? If not, reconsider, why not buy into an area which will appreciate the most and fits your budget and you can also rent out the property and get a steady monthly income? I am guessing, it isn't very likely you can rent out a surburban property near Beijing.
3.
With 300 thousand $ in the states, in the most populous regions (NY, CA), you can only get a two bed room condo. It is not likely you can get a single house with a nice yard with that amount of money in those areas. Now, it is not a good timing to buy, no one knows when it reaches the bottom, but without a doubt, it isn't the bottom.
In other areas like Texas, you might be able to get one. But will property in Texas appreciate a whole lot? How about property tax?
If you are not working in the states, is it practical for you to get a loan. Who will take care of the house? If you have someone in the states who could take care of renting it out, then you might consider. If you are a US citizen, then it could deduct tax for the amount of income over 80K.
But above all, timing is always a big factor no matter where.
