State Declares Power Emergency
The state's power grid manager is issuing a "Stage One Emergency" Saturday afternoon as temperatures top 110 degrees across much of the state. The California Independent System Operator says a major Northern California power plant tripped off line just after 1 p-m -- causing electricity reserves to dip below acceptable levels.
