"the power of stock option as vital to the retention of employees" makes sense.
On the other hand, what are the public offering stocks?
If they are owned by individual holders, the proceeds will not go to the company but to the holders' pocket. (That's the way they exit and I guess it's so-called secondary offering.) If they are allocated as the reserved stocks, I don't think the holders are so generous
I guess that's where the word diluted comes into play. Say my wholly-owned company A has 100 stocks and is valued at $100. Now I decide to go IPO for additional $100 to grow my business. After the IPO, the company value will be $200, so I can dilute the stocks to 200. I still own 100 stocks, valued at $100. The underwriter purchases the new 100 stocks at $1 minus gross spread and sells to the public at pop $1.
