I can use an analogy to explain why. during the rape of nanjing, the japs were ordered by their officers and their system to commit the crimes. can you say only the japs military system should be blamed, not the individuals? you are who you are because of what you do. the system is not an excuse for wrongdoings, especiall when those officers have a chance not to work for the consulates.
I am talking about the behaviors of american consulate officers in China statistically, not just the case above.
