问题的根本， 我20年前就指出过。 In the process of privatization of state assets, those assets were not capitalized and redistributed to the workers -- who were supposed to be the owners of the assets. In practice, the ownership of the workers was deprived, and concentrated onto a few who had the resources to contract the state companies. After that, the new owners were given the opportunities to make a profit, sometimes by their own hard and smart work, but more often than not, by sheer manipulation of the government policies.
