you obviously over-complicated the company registrations. By paying 3,000RMB, you can have a professional company registration services done the job for you! I mean the complete "whole nine yard". They do all the documentations, and capital investment(infusion) and delivery the registration paper to your door. Open your local newspaper, you should be able to find those company in the ads section easily.
You can also hire those services for the tax and import and export licences and declaration.
As for your story regarding Notary, since you are the one lending money to your friend, why didn't you ask him to do all the preparation work and paper works, and leaves you the signiture. Of course, the 0.5% is also his responsibility.
