It is a piece of cake for paperwork. You better be there though to make things more efficient. As a foreigner you will need to pay a notary fee basically to have your foreign passport to be translated and stamped on. It costs several k rmb, 2k-4k. As long as your cold hard cash is ready, instead of the need for mortgage application, everything else shall move smoothly after you spot your place.
3 beds+2 baths shall be the norm, but 150 sq. mt. is a bad figure; either around 140 sq. mt. to avoid paying extra tax for "luxury" or simply buy 170 to 220 sq. mt. to make it really cosy. Why do you need low level apt.? First floor with a private garden attached makes sense. Otherwise, the higher the better for relatively fresher and cleaner air. Normally the price increases with the height of the floors. Plus the lower level even facing south could be under the shadows of the highrisings in the front of your building. You don't want to live under someone's shadow, right?
