Yes, the seperation of the onwership and the management is one of the fatal problems in the SOEs.
On the other hand, this doesn't apply to private companies who are determined to get the best deal, and believe me, though many of them received no higher education at all, they could usually get the best deal. Why? because it doen't take so much efforts (or a bunch of MBAs) to give a fairly accurate valuation on a business...
Yet I disagree with you on raising the quesitons about the system: why shouldn't we? because it's too sensitivey to touch? too complext to discuss? Or we just too small to change the status quo?
I heard about the TV show you mentioned, yet it's a drama. In my mind, the justice will be served if 1) the father is brought to the justice, whatever it should be, 2) the money is got back to the country, 3) the kid, though innocent, should be aware the fact that his father has damaged far more innocent people than, includes also, his son/family. Law should show no mercy to criminal, even drama shows.
In reality, the Guangdong BOC Kaiping Case is an example where justice is being served (we need more), whether it will be thoroughly served, or just insignificantly, let's see.
